RMS Error some clients not reporting to SEC

Hello guys, 

First of all let me tell you that is my first time here and I would like to thank you all in advance for all your help. 

Since some days ago some clients stopped to report to SEC. 

I've checked the router logs and all of them have the same error "E Router::Start: Caught Certificate request refused by certification manager, undefined failure " 

here is below one of the router log from one of the clients computer.

What should I do?
