Ideally APX530 requires 16.7W power supply. Kindly validate whether the POE switch is supplying that much of power or not.

Also, if its only about the LED or also the device is not operable. If the device is powering on, you may connect the APX device on serial console using below and review it status.

If that is proper, I suggest raising the support ticket to validate it further.
