Could you show if there are any deny messages in the Log Viewer destined for translate.google.com? Are all users in the network affected or just isolated ones?

Thank you for reaching out to the community, if the google translator is getting blocked, then you can allow it for all, by creating an exception with the following URL pattern matches using regular expressions:
^([A-Za-z0-9.-]*\.)?translate\.google\.co\.in/
^([A-Za-z0-9.-]*\.)?translate\.google\.com/
