With client (IP 192.168.1.200) and PXE-/NetBootServer (192.168.1.11) within the same Subnet, the Firewall is not involved in traffic.
Only DHCP-Packets may come from Firewall. Do you try another DHCP-Server (TFTPD32 for example)?
NetworkBoot is often tricky. I usually have to try out the different options.
Sure your Boot-server is running correctly? A few logs?
PS: you should use the full path for the boot-file ... but depends on boot-server ... and should be visible within boot-servers-logfile
