It's not, as per my screenshot. (This is the virtual appliance - if it makes the difference), however, you do document the correct approach: https://support.sophos.com/support/s/article/KB-000035990?language=en_US#ViaConsole17.5, which I missed, so apologies for that.

Update:

• The Reset console passsword via SFLoader has been removed from SFOS 17.5 MR16 / 18.0 MR5 and later.
• For SFOS 17.5 MR15, the Reset console password still exists but it does not function.
• If the firmware was upgraded from an older version (ex. 17.5 MR14) to SFOS 17.5 MR15, SFOS 17.5 MR16 / 18.0 MR5, the Reset console password will via SFLoader will still exist but will not function.
• SFLoader does not automatically update when upgrading firmware, it needs to be manually updated.
• For fresh new installations of firmware SFOS 17.5 MR16 / 18.0 MR5 and later, the Reset console password will via SFLoader does not exists anymore.
• The Reset password via SFLoader section from KB-000035990 is now removed.
