To verify with what you've said, " Same Gateway", does this mean it only has 1 Public IP?
Link Aggregation with two different ISP links won’t combine the speed. What you can do is Load the balance between links.

Hi Daniel Gilbert On the double speed part - with LAG we won’t get the double speed of combined lines as it just increases the throughput or in other simple terms “Think of a highway with one lane vs one with 2 lanes. You got more lanes to use but you can only go as fast as the speed limit.”
