Thanks for sharing the snapshot.
It seems the users via which you have logged in under user portal is member of "clientless access" only and not selected or not the member of SSL VPN (Remote Access).
So the settings which you are getting is part of KBA : https://community.sophos.com/kb/en-us/128171
Please Navigate to Configure > VPN > SSL VPN (Remote Access) add the user under policy members under Identity settings and save the settings.
Reference snapshot :
Re login under user portal (via same user which you added ) and you will be able to see the SSL VPN related options as well.

You don't required to remove the users from clientless members, in case you do not want those feature options at all for that user you may remove that users from the clientless members.
As you can see in my test which I performed the user is part of both and we are able to see the settings of both ( clientless & SSL VPN ) under user portal.
