Hi Andrew Mullins,
As per the following KBA, 10 Android Enterprise Devices can be enrolled to a single user. https://support.sophos.com/support/s/article/KB-000038416?language=en_US
Can you please confirm if the user currently has less than 10 devices? I will also discuss this with our SMC experts and get back to you on this.

i have also done an export from the super admin console of all devices to confirm the device isnt used in any other customer containers.
this is a response from the Google backend that no additional devices are allowed for this user. There is no way we can influence this behavior.Every user has a separate Google user ID to which the device is linked. We do not have any insights what Google exactly does and when they clean-up their backend. In general, it is not recommended to add several devices to one user account. Instead, using one user per device is the recommendation.

thanks for this but we have hundreds of shared devices and cannot link to one individual user. strange how the recommend that yet allow 10 devices per account, many people in corporate or private have more than one device.
