Could you confirm the device is connected to mobile data and then try re-enrolling it?
email are receiving , and attachment are able to download as well, error occurs when you open the attachment either from secure email /direct from workspace

The policy seems to be fine, we will require few logs to check on this. I would suggest you open a support case along with the logs from sophos secure workspace. Are you seeing this issue only on one device?
