Report as spam not working "Something went wrong"

One of our customers recently received an email which included a phishing link. I already submitted the website to Sophos Labs through FileSubmission:

But when I try to report the email as spam in Sophos Central as described in this article:

I get a red message saying "Something went wrong" in the bottom right. Could this be due to lack of permissions? I have "Partner Help Desk" permissions within Sophos Central. If this is the issue It would be nice to have a message that clearly tells me I don't have the permissions or document the permissions you need in the documentation:

Because there is no mention of it there.
