I have 2 iPads running iOS 10.1.1. I have installed the Cloud Gateway agent on both, certificates and config profile are there, but they never connect to the VPN. Just loops on connecting. The user I have installed with is the Apple ID used to set the devices up. I have tried with several other "users", but of course with iPads there is only 1 user, the one you set it up with. Anyway all users I have tried have been added to a policy as per instructions. Still the same result. I have tried in several wireless environments, there is no firewall or anything the problem.
