Installing RSAT for Windows 10 (1607) fails

This is more of an FYI than anything. We noticed that HIPS looks to be blocking the RSAT install for Windows 10 (1607) with no indication that it was blocked. The application will begin installing like a typical KB, but will then fail with an error message stating that the update failed, to restart, then try again. After turning off HIPS/runtime protection, the installation works just fine.

How did you turn off HIPS / runtime ? In policy?

Disabled tamper protection, policy override, then deselected the HIPS option. I saw your post on the updated tamper protection causing issues, so I'm wondering if HIPS is actually to blame or not. I will test installing RSAT on another machine today while only disabling tamper protection and will report back with the findings.
