XGS 116 admin / admin not working after factory reset

brand new XGS 116

admin / admin is not working for the web admin portal.

COM console works fine, I've reset password, changed IP, and Factory reset, and nothing helps. 

Web Admin https://172.16.16.16:8090/

tried edge and chrome and firefox, from server and also workstation win 10

tried SFLoader

web admin never works,  always says 'login failed' in red.

18.5 GA-Build264

Anyone have any ideas?

    i think i solved my issue

    172.16.16.16:8090/  is some 3rd portal which isn't useful for setup.  it looks different from the user portal, and its obviously not the setup portal 4444

    so .. yeah 3 live www servers , make sure you are on the right one.
