I'm a bit confused that I have to report that ... but ... it's happening in 2018.
It looks like You have problem with calculating window handler position for multiple displays.
I work with two different external monitors ( one on left side, second on right side ). One in office another at home. Your software can't canter login form properly, so it's impossible to login, because window is centered "OUTSIDE" of screen.
