I have been trying to change a web filter but have been unsuccessful. I have created 2 policies (which denied most traffic) and have been modifying as I continue to use the firewall. I did not know why my policies were no longer accepting changes. When I would enter in a specific policy and then select a category that was saved in it, I would try to change the category's http and https action to allow. I would not receive a green splash indicating it was accepted as it normally should. Once I returned to all the categories listed for the filter, I would look at the one I just modified and it would have an exclamation rather than a "X or check mark". I had the same problem with the built-in web policies. I also tried to go to the firewall rules security policy page, select my rule, and edit the policy for user application (web filter) and this did not work either.
I then saved my settings and did a oob refresh. Then restored my settings. This did not correct the issue. What I left out is that I had added an IPSEC VPN connection. The VPN would show up red on the main dashboard. In the VPN settings I would have a green for active and red for connection. Once I deleted this, I restarted and then I was able to modify my web filters as well as the built-in ones.
