I've reviewed the documentation provided. However, I'm seeking a template that outlines the recommended packet rate per minute (Packet/min) in relation to the number of users. This will help in determining the appropriate configurations for our network.

 packet rate per minute (Packet/min) in relation to the number of users will depend on your deployed environment so it will vary for different environment and deployments, you'll have to continue to tweak based on your observations...
