Unable to access outside website from inside the local area network via https

I have an external website: outside.org

I can access it internally via https://outside.org or https://outside.org

We are creating forms on the website.  I can access it internally by https://outside.org/?form=template, but I cannot access it via https://outside.org/?form=template

Externally, both http and https work.

I can ping outside.org internally.  The Logviewer and Policy Checker both show that I am getting through.

I have an internal DNS record that points to the IP of outside.org.

Developer Tool shows "Connection Refused" for the https request.

I am using the XGS 3100 firewall/

Any help?
