Looks like Sophos doesn't have a solution for this. But in Fotigate we can configure maximum per ip and shared bandwidth in the same policy.

Hey Chanaka Sandun , Did you refer the examples mentioned in the RR above ?
You can refer them below too...
Example for Individual concept:

#4 users
One firewall rule
1QOS 1mbps individual
each will get 256

#Same for two firewall rules
Two users each rule
1QOS 1mbps individual
Each will get 512

#Now four rules for four users
One user for each firewall rule.
Each will get 1MBPS

Example for Shared concept:

# 4 users
One firewall rule
1QOS 1mbps Shared

#Same for two firewall rules
Two users each rule, a total of 4 users
1QOS 1mbps shared
Each will get 256

# Now four rules for four users
One user of each firewall rule.
Each will get 256

Dear Vivek Jagad, 

I have already gone through the above but not helpful for my concern. 

It should be able to allocate Maximum Per IP 3Mbps and Shared 20Mbps for a VLAN. Doesn't matter only one user is active/ using, he could utilize only 3mbps maximum in VLAN which allocated 20Mbps shared.

Instead of sharing Traffic Shaping concepts in Sophos, I would appreciate if you could share a suggestion for this.

20Mbps shared - 192.168.0.0/28

Maximum Utilize Per IP in VLAN - 3Mbps
