Based on the context in the error you provided, it sounds like you’re trying to deploy a "Private App" to a device that may not be enrolled in one of the Android Enterprise management modes.
Could you provide further details on the mobile devices you're trying to deploy the app to, as well as how the app was uploaded to the SMC portal?
From the screenshots shared here, it looks like you are managing the Central Intercept X Mobile application from the SMC portal. Enrolling the CIXM application will allow you to apply different mobile threat defence policies to the device, but this does not allow you to control the entire device.
In order to deploy apps to the device, you will need to use the "Sophos Mobile Control" application from the Google Play Store and enroll it with the SMC portal using either "Full Device" or "Work Profile" management. If you do not wish to wipe the device, I recommend using the "Work Profile" management mode.
