Hi Andrew Mullins,
I am assuming that you're trying to enroll the device via the QR Code enrollment method. Once the device scans the QR code, it’ll try fetching policies and other data from Sophos Mobile servers. I haven't tried enrolling via a cellular connection, but I think a good cellular connection should work.
