In Setup. Apple Setup, Apple DEP profile 'user can remove MDM policy' and 'skip policy assignment' are both unchecked
I noticed that a user is able to remove remote management from their ios-device.
I noticed this after enrollment of an ipad 2019 and iphone 11.
However, i also enrolled an iphone 6s, resulted in not having the possibility of removing remote management.(?)
What to do to make sure that users are not able to remove remote management.

Could you please confirm if you are seeing this behaviour on iPhone 11 devices only and for iPhone 6s it is working fine?
Definetely true, iPhone 11 and iPad 2019, same issue.

It might be possible, that if mobile devices were added to the Apple DEP account belated using the Apple Configurator 2 app on a macOS device and hence has 30 days grace period to remove the device. Please check this article for more information.
