I have found the policy now- In Email Protection Policies Base Policies Data Control.  Keywords

I have entered some words that we do not want arriving in emails, and have set them to quarantine.

After testing from both inside and outside emails, the policy doesnt work and emails are delivered.

If it's still not working as expected after you have verified steps from the doc guide. I may recommend you to open a support case for this to be further investigated. Once you have the caseID please do share it with us. Thank you
