Basically, I have a mail server on Azure and AWS, but I am unable to configure outbound relay for the Central Email. Central Outbound relay server doesn't accept connection on any Port except 25 and Port 25 is blocked for AWS and Azure.
Is there any solution for this type of hybrid scenario?

I would recommend you to reach out to your Sales Engineer and/or Professional Services , so they can work with you based on your scenario.
But yes central will only accept Port 25 for the outbound relay.
