Ability to edit User-specific whitelist in Central Email

Hi all

We currently do not have the Self-Service enable but would like to create user-specific whitelists.

Does anyone know if there is somehow a possibility in Central Email to manage the Users whitelist as an Administrator?

I did not find any possibility in the User or the Mailbox management itself.
