VPN Problem

I recently removed an old version of Sandboxie and installed the latest version.

 

I know find I cannot download whist using Sandboxie and Private Internet Access and Windscribe. I get the message not enough permissions. Tried adding programs through Windows Integration Shell.  I have tried Firefox and Opera and both do not work but do without Sandboxie.

 

I am using Norton Anti-virus and Windows 10 Pro.
