How to block specific web site

Question

I want to block specific website such as yahoo.co.jp using a web control policy. 
 I did the following procedure. 
 1) Global Settings > Website management > add Website Customization 
 2) Endpoint Protection > Policies > Add Policy 
 3) Web control > settings tab > check Web Control and, Control sites tagged in Website Management, then I added web site tag that I made 1) and Action is Block 
 After saving this policy, I go to site that I want to block. I can access it as usual. 
 In case I want to block specific web site, is this procedure correct? 
 If it is incorrect, could you tell me correct procedure?

That's already been resolved. 
 I wasn't able to set up right category override. 
 I also forgot to set up Acceptable web usage in Web control. 
 (I had to select block category that is associated with web site tag ) 
 Now, I can block specific web site.
