Thank you for letting us know about the discrepancy.
The limit is 10,000 URLs.
 
I've now updated the page to reflect the correct limit. 

Two different maximum URL's in a group

In https://docs.sophos.com/nsg/sophos-firewall/18.5/Help/en-us/webhelp/onlinehelp/AdministratorHelp/Web/URLGroups/index.html

the note says "You can have a maximum of 10,000 URLs in a URL group"

In https://docs.sophos.com/nsg/sophos-firewall/18.5/Help/en-us/webhelp/onlinehelp/AdministratorHelp/Web/URLGroups/WebURLGroupAdd/index.html

In point 3. it says "A URL group can contain a maximum of 128 URLs."
