You would need to install SVE on each individual host. Please check the below startup guide for the setup.

To clarify:
You need SVE on each cluster node (3) - if there is no comms between them.
You need to install the SVE Guest Agent on every endpoint host on each node.
Do your hosts move between the nodes? Are they static?
SVE offers the ability for its agents to talk to multiple SVEs. However, there is a lot of network traffic in the scanning.
So, for optimal performance you want the SVE to be on the same hardware as the endpoint host so you only have to send data through the backplane. I also tend to use a dedicated network for the SVE traffic so it doesn't each up any of the network resources on the virtual switch the endpoint hosts are using for comms to the rest of the network.
