Unable to use USB devices even though Device Control is disabled

I'm hoping this is a quick fix but this is what's happening...

We have sales engineers on the field that need to plug a few different USB peripherals (Web Cam, Fingerprint Readers, Prox Card readers), and pass them through to VMware Workstation 12. When they're on the network, or connected to the VPN, the devices are recognized immediately. Once they're out of the network, it can take 2-3 minutes for a device to connect. We have disabled Device Control and pushed the new policy to these machines, but it's still acting up. As soon as they VPN into our network, the devices function normally. 

- In the Enterprise Console, Device control shows as "Inactive"

- When Device Control was set to "Detect but do not block devices", once outside the network the devices would take 10-15 minutes to be recognized. 

Please help. This is really hindering our Sales Engineer's ability to perform demos on the field.
