With the help of Web control policy, you can block, allow, or warn specific websites as mentioned in this video. Please share the screenshot of the configuration you have implemented.

Scenario- I have 1 GLOBAL BASE POLICY which is enforced on all the Users; Lets Call this Policy as Base Policy 1.0.
CASE 1 : We have www.github.com blocked for all USERS
CASE 2: We have www.citibank.com blocked to all USERS
CASE 3: Globally block www.drive.google.com (Ex- Via WEBSITE MANAGEMENT)
Now in this Base Policy 1.0 i
- I want the only the IT department [20 Users] to have access to Github.
- I want the only finance department[20 Users] to have access to Citibank
- Only 5 from my Team needs access to Google Drive
How do we go by this?

How do we go by this?
You keep your base policy then create three clones:
Any single user can only have one policy apply so that policy needs to encompass all the elements/settings they need.
You create the tags in Global Settings> Website Management: https://docs.sophos.com/central/Customer/help/en-us/central/Customer/common/tasks/ConfigureWebsiteList.html
Then apply them in your Endpoint> Web Control policy at the bottom.
