Does the TPM key get reset if you format the HDD and reinstall Safeguard

Hello,

If I was to reinstall windows on a machine that has safeguard already encrypted using the TPM-only method.  When reinstalling windows and then Safeguard, would a new TPM key be created and stored on the chip or will I need to clear the TPM chip in the BIOS prior to encrypting the HDD?
