Currently (ESA v 3.8.1) it is impossible to enable the quarantine summary email for selected users.
This feature has a global on/off switch only but it would be very usefuly to be able to enable it only for specific users/groups. One potential scenario would be to enable the summary email for senior staff so they can have full transparency and don't need to rely on IT department or the End User Web Quarantine portal.
