Internal messages with pdf attachments quarantined

I'm using puremessage 3.1.2.0 for microsoft exchange.

Initially for internal messages the content filtering was set to off. However for few days our email server was under spam attack I changed the settings to On. Then I noticed all vaild internal messages with attachments were being quarantined. so the settings were truned off again.

But the changes are not effective.still some messages are sent to quarantine.

I tried another option by content filtering on and the action to deliver message but still some pdf attachments getting blocked.

Can anyone help on this issue.
