If you are using PureMessage for Linux with Postix, you should first fix the Message Size in MTA level....and then create (or modify) your PureMessage Policy to control the message size.
here is the parameter (from postfix.org) :
message_size_limit (default: 10240000)
The maximal size in bytes of a message, including envelope information.
Note: be careful when making changes. Excessively small values will result in the loss of non-delivery notifications, when a bounce message size exceeds the local or remote MTA's message size limit.
Be careful with the conversion 7bits <--> 8bits.
e.g : to accept mails up to 25 Mo, you must fix the the size limit to 36280000 Bytes.
