After waiting for months, I finally got 20x APX120 to replace this customer's AP15s. Alas, I run into an issue.
The new APs show up in the interface as pending, but once I accepted them, they stay inactive forever. They all repeat the following

The AP15s still work, but I can't get the APXs to work. I tried to replacing PoE injector, network cable, connector, switch, but all to no avail. My next step will be rebooting the SG230 (HA), but I still need to wait a few hours before I can do this, so it does not disturb running operations.
