AT&T wireless being blocked by blacklist

Just an FYI, AT&T wirelss IP address 166.137.120.198 was added to DNSRBL black.rbl.ctipd.astaro.local . As most of you know, AT&T charges top $$$ for their service so you get an IP in the  private IP space which makes you share the gateway with many [8-)] (attached traceroute speaks for itself).

 Usually this is not a problem but since the gateway is now blacklisted, nobody has access to their outlook behind astaro. I have created an exception to bypass bad reputation test for that IP but I was wondering what would cause an IP to be blacklisted like that.
