A single user managed to lock up our UTM due to excessive proxy use; optimizations?

We have an MS DevOps Server running locally and proxied using UTM's Webserver Protection. Using dual DNS local clients all connect to this DevOps directly, but anyone working remotely is going to be connecting via the UTM.

Today a colleague managed to overload our UTM. He was only restoring some Nuget packages using our local DevOps artifact feed (think local Nuget cache) and that caused the CPU usage to spike and essentially kill internet access for people at the office. The UTM would respond to pings after 1000s of ms, and DNS queries would flat out fail.

I've since asked this colleague to connect to the office using VPN and thus "bypass" the Webserver Protection, but I cannot hide our DevOps behind a VPN for everyone (we also have a few external clients who use this service for project monitoring / feedback / planning).

Are there any optimization steps that can be taken to lessen the load of a particular virtual web site? Or perhaps all sites?
