Sophos APX transmit power calculation in dBm

I am using Ekahau Site survey to test a predictive wireless design using the new Sophos APX-740 wireless access points.  In the Ekahau software you need to enter a transmit power value for both the 2.4 GHz and 5 GHz radios using either mW or dBm to create a predictive design.  Adjusting the transmit power increases or decreases the wireless coverage area.  In my example I selected the Sophos APX740 and configure the 2.4 GHz radio to 8 dBm to get an EIRP of 15.66 dBm (The software automatically adds the antenna gain)

In Sophos Central The access point transmit power is configured as percentage value (100%, 75%, 50%, 25%, or 10%).  How do I determine the transmit power in dBm or mW for the design?

In the technical specs of the APX-740 I located the transmit power specs and there are different values based on the Mode (a/b/g/n/ac) and connection speeds / MCS rates as shown below.  Is the transmit power based on the configured percentage of the maximum EIRP?  Is there a way for us to set a fixed transmit power?
