Exchange General application template rule (16.01.2)

I'm unable to publish Exchange to ActiveSync and Outlook Web Access.
 
I created the rule using the Exchange General template.
 
In the Authentication log, it shows that the user has successfully logged in, but in WAF, it shows 401 for ActiveSync and 200/302 for OWA.
 
In reverseproxy.log I found this:

Note: I used these services normally with TMG.
