User exemption from blocked websites

How do I create user exemption for the websites that I have blocked?  For example, I've blocked yahoo.com and I only want to allow one of the authenticated user to access yahoo.com.  Please advise, thank you.

    Hi Jay, You can create a new user rule in your policy base above the existing rule which is attached to a web filter/application filter that allows the web site required for that user. You can use either the user or an group (can be from AD) to select the rule. It's the rule order that matters here, remember the rule base is processed top down.
