I think this problem is the same as the issue that happens with Netflix and other sites.
I started up Starcraft 2 the other day and found it would not connect to battle net. So i turned off the web filter. Things started to work. At this point I updated the software and re-enabled the web filter. Unknown to me the battleNet agent kept running. Some point after that there was another updated that i tried to download. With the web filter enabled it would fail. Unknown to me it would then retry the download again and again and again. About 24 hours and 260GB later I noticed. I killed the agent and decided to add exceptions for the Blizzard IP ranges and added a new policy for those that did not do Web Filtering. That seemed to work and I was once again happy. Of course when one adds exceptions for IP address it tends not to last. A few days pass and I try and play again. Once again the Web Filtering is causing the game to fail to load. Turn it off and I am again a happy camper. At this point I have just left the Web Filtering off.
After that long winded story the question I have is why does this happen? Is there something that can be done to prevent this. I noticed the same thing happens with Netflix being blocked by the Web Filter. Adding IP ranges to be excluded from Web Filtering is an option but not the right solution.
