Zscaler can conflict sophos firewall web policy

We have Zscaler & SOPHOS XGS2300 in our network after creating web policy and to on any rule internet getting down

    If you disable Zscaler or uninstall, and you apply web filter policy on firewall rule on sophos firewall still internet gets down ?
