WAF Exceptions not applying

I'm getting an error on a URL with WAF for Static URL Hardening. I've added an exception but still getting the same error.

What am I missing?

    Please share the logs over PM if you find logs file too large Also share output for server reachability with ping test from GUI (MONITOR AND ANALYZE-->Diagnostics-->Tools Ping )or  from CLI
