How to Block a IP completely from LAN/Internet

I need to know how I can block a PC to Access LAN & Internet if the IP or MAC ID is not mentioned in the HOST. 

 

For example: If a laptop is connected to LAN with a DHCP or Static IP to a network, he should not be able to access other workstation or internet, if that IP is not listed in the Host (IP or MAC). Currently i have  group for users.. so all the IP address is added in the host and added to this group. If i remove from an IP from the group, then he cannot access the internet. but he still can access the network shares. I want to block all IP to access the LAN which ever is not listed in the HOST.

Basically i need to block access to computers not mentioned in the host.

    you can block the internet access using the XG firewall but not local LAN access. You either do that in the switch, or server user permissions.
