This is by design from Apple, and users have a 30-day grace period to remove the MDM profile and supervision if the device is added. You may refer to this Apple Documentation. https://support.apple.com/en-ph/guide/apple-business-manager/axm200a54d59/web
The only option to avoid the 30-day grace period is to source your devices from Apple or an Apple Authorized Cellular Provider who can register the device with your ABM portal.
