Sophos Central Endpoint fails to update on server with multiple web server instances running

This is a weird one and I'm not sure the cause. I have a Win2016 server with multiple instances of Apache running for reverse proxy.

The endpoint client fails to update unless I stop a few of the Apache services first. peryourhealth

The error in the SophosUpdate.log says "SophosUpdate has failed: Failed to initialize COM: Class does not exist.".

Does anyone have any ideas?
