iPhone IOS not recognizing config.mobileconfig file during enrollment -- Server v9.5.5

Today we have tried to enroll an iPhone running iOS14.x.  I forget now, as the device is currently deleted from the system.  During the enrollment process, on the iPhone a message appears asking what app should open this file:

config

mobile configuration

And below you can open it with various apps, Drive, Teams, etc.  There's no Sophos Mobile listed, and that app is installed.  If you choose something like Chrome to open it with you'll then see this message:

Chrome cannot handle this link.

file:///var/mobile/containers/data/application/{some guid?}/Documents/config.mobileconfig

And the device cannot be enrolled. 

We did an iPhone yesterday and over the last few years hundreds of Apple devices.  Never seen this one  come up.  Anyone seen this?  We just upgraded the server to v9.5.6 and have yet to test enrolling the phone again.  I have my doubts about 9.5.6 fixing this as it makes no mention about this issue being fixed.
