High Confidence SPAM

We've just had so many problems with Microsoft quarantining and blocking emails using Mailflow mode, so we made the decision to switch to Gateway mode.

Since doing that, we've been inundated with SPAM. Emails that obviously used to be deleted by Microsoft as High Confidence SPAM, and rightly so, because they are CLEARLY SPAM. Our SPAM level is set on L3 so high enough I would have thought to prevent emails like this coming through.

What is everyone else doing? Surely most people aren't getting smashed with SPAM like we are? Do we need to revert to letting Microsoft filter out the SPAM?
