It's impossible to configure those two (Data Control and Secure Message) under Global policy as they’re the main Policy settings under email security. They’re dedicated policies that are available to configure for an additional layer of security under Email Security. Like Endpoint security, you can gradually configure every group per policy you wish to have certain restrictions/settings that match your requirements.
It’ll beat the purpose of having dedicated policies if those two are available at the Global Policy level, as every policy will be overridden.

I can't say they’re Standalone either, as they’re sets of based policies applied by default. They are part of the core settings for your Email security.

Yes, but like the Email Security policy, no reason they can't be set at partner level I wouldn't have thought.
Let me ask. I’m headed out on PTO for the rest of the week but will investigate. Some of that framework is handled by the Central Product Group but I will check.

Data Control is the most critical. It takes us ages to set the same standard policies up for each and every tenant. Bit of a pain.
