Endpoints cannot download adobe acrobat reader

All of the sudden, all of our endpoints can no longer download Adobe Acrobat Reader.

The endpoint client gives the following message under controlled items: 

I have this website in Sophos Central as a web exception to be allowed.

It was working, now it's not.

In Sophos Central, it's saying that 

But you never get the warning message on the client end.

If I turn off tamper protection and disable Sophos Endpoint, it will download.

    Based on the screenshot you shared above, it does look like blocking under Executable files has been turned on, causing it to block. 

    Can you check your Web Control Policy under "Additional security options if this one has been set to "Block risky downloads".
